I don't often find many music bargains. I'm more of a person who will go into a music store with nothing in particular in mind, and just buy something which takes my interest/I've wanted before.
But yeah, JB seems good typically.

78's in Perth is awesome to find all the rare stuff you won't find anywhere else. Probably the last good large record store supporting local acts. I miss the upstairs acoustic shows though.
Nowadays for most mainstream music, it's usually cheaper online. Sites like CD WOW, JB's (they've got an online store too, but it's usually easier to just visit them) and places like that always seem to be in competition, so they'll give the best deals.
Otherwise if it's more local music, straight from the source. Go to gigs and buy their CDs at the back where the merch is. It 9 times out of 10 goes straight to the musicians.
