Creator of Mario Strikers Charged tells French press that Friend Codes are tied to Miis.
Mario Strikers Charged
In an interview with the French website Gamers.fr, Justin Dowsedell of Next Level Games mentions that the Friend Codes generated when you use a Mii to go online in Super Mario Strikers are used in every online Wii game from here on out. What this presumably means is that, say, Battalion Wars II will not require you to generate a new code as long as you're using the same Mii. (Update with better English translation from our beloved Platformer Poik007:)

Gamers.fr: And for Mii codes, how is it going?
NLG / Justin Dowdeswell, Producer: Every Mii created generates a Mii code that will never change after its creation. Therefore this code will be used for all other online games in the future.

While far from confirmed, this snippet from a Wii developer is the most official source on the matter so far and makes the most sense for Nintendo to adopt.

if this is true, then there is a universal code after all.... just tied to you Mii rather than the console.

But would these Mii friend codes apply to the majority of games - which don't involve Mii's? And 3rd party games?

^ well Strikers doesn't really use your Miis for gameplay, so in this case you would probably have to assume that yes, the Mii is used as your online avatar. Unfortunately another announcement has just contradicted this notion, so we'll have to wait and see:

"Apparently the bit that has been reported recently concerning Mii-specific friend codes is not true. Our friend Falafelkid got in touch with Justin Dowdeswell, producer of Mario Strikers Charged to clear up the bit of info. Mr. Dowdeswell said that the information from the interview was either mistranslated or misconstrued. He has no idea how any other Nintendo titles will implement any of their online features. Huge thanks to Cheswick for the heads up."

I was thinking that, the Jeunx France interview didnt make it clear but it was spoken in the context that the code was unique to both the Mii and Strikers
